Progressive Image Compression for a Power Constrained Channel

For a power constrained Gaussian channel we determine the energy per bit for a BPSK transmitter and the channel code rate to minimize the end-to-end average quantizer distortion for progressive image compression. This provides an additional degree of freedom with respect to previously proposed schemes, and therefore can achieve higher overall PSNRs for images.
